It’s the year 2029 and cyborgs are commonplace. Boxed in a biological shell are the human brain cells containing the ghost with the identity and personality. When people commit crimes but claim to have no knowledge about it, the dreadful idea of a puppet master arises who is able to hack into the shell and control cyborgs with cyberbrains turning them into his marionettes.

Major Motoko Kusanagi from Section 9, a secretive and elite section of the internal affairs office, is put on the case. She herself is a beautiful sexy female cyborg and has an almost complete artificial body providing her with superhuman abilities. But her greatest strength also makes her vulnerable to the puppet master. Will she be able to find and oppose the puppet master together with her partner Batou?

And of course, the big underlying question is: How long is a cyborg still a human being and what does it take to be viewed as a human being with its accompanying rights?
